The Auckland Regional Council sponsored the 2007 ARPASS Report to provide direction on where flat water sporting facilities should be established within the Auckland Region.

The report prioritised the establishment of facilities at Hobsonville and Highbrook. Due to the willingness of Goodman Properties (owners of the land at Highbrook) to facilitate land tenure, and meet the significant financial costs of achieving a resource consent, the Highbrook location has been prioritised by the ARA.

The ARA see the proposed Highbrook Facility providing an important incubator to meet demand for growth in the sport of rowing from schools and individuals in the South and East of the region where there is an identified deficit of available facilities and support Auckland’s high performance programmes as appropriate.
